The

and more dignified life for refugees and internally displaced people.
NRC advocates for the rights of displaced populations and offers
assistance within the shelter, education, emergency food security, legal
assistance, and water,sanitation and hygiene sectors.
The
Norwegian Refugee Council has approximately 5000 committed and competent
employees involved in projects across four continents. In addition, NRC
runs one of the world’s largest standby rosters -NORCAP, with 650
professionals, ready to be deployed on 72 hours notice when a crisis
occurs
Invitation to Tender
Norwegian
Refugee Council (NRC) seeks qualified individuals, groups, or company
to execute an evaluation of its programme in the Islamic Republic of
Iran. The duration of the evaluation will be from September 2016 –
January 2017.
Purpose of the Evaluation
The overall purpose of this evaluation is to improve NRC’s intervention strategy in Iran.
It will document the impact, gather learning points from current
activities and provide guidance for future programme direction in all
core competencies.
NRC is looking for an individual or team, covering the following qualifications:
Experience (technical, humanitarian, country context, evaluations):
Documented/proven results related to evaluations of country programs
Technical knowledge of livelihoods and education responses
Experience with protracted refugee/displaced caseloads in urban contexts
Working knowledge of refugee law and protection systems

Contextual knowledge of Iran and Afghanistan
Skills (language, specific research or evaluation methods):
Fluency in English, both written and verbal is mandatory
Knowledge of Farsi and/or Dari is a strong asset
Other:
- NRC needs to get vetting by ministry of interior for the consultants
Budget
Expressions of interest should include a proposed budget for the evaluation. The budget should present consultancy fee costs according to number of expected working days over the entire period.
Time frame:
Consultants
will be chosen by mid September. Visit to the Iran country programme
will be conducted from late November until mid December 2016.
Bids must include the following:
Maximum three page outline of evaluation framework, including proposed evaluation budget
CVs and evidence of past evaluations for each team member
